I.
HOME
TEAM STANDING COMMITTEES:
1.
Executive
Committee: This committee shall be composed of
the officers of the HOME TEAM Board as follows:
1. The Chairperson;
2.
The
Vice-Chairperson;
3.
The
Secretary;
4.
The
Treasurer.
During these periods of time, when the whole Board cannot be
convened and important Board business must be addressed the Executive
Committee can be summoned together to resolve the business matter at hand.
2. Resource Development Committee: The Resource Development Committee
shall review, evaluate and make recommendations to the Board of Directors
on all proposals to the corporation which request support, sponsorship and/or
funding from the corporation.
The Resource Development Committee shall also review all donations,
gifts, funding and programs offered to the corporation. The duties of this Committee shall
be:
a. To
establish and maintain an objective process and procedures through which
program proposals requesting sponsorship, support and/or funding are
submitted, reviewed and evaluated; and
b. To
establish guidelines and criteria which proposals must meet prior to
submission for review by the Committee and to have such criteria available
to the public for review; and
c. To
review and evaluate proposals meeting established guidelines and criteria
referred to the Committee within one month after the first Board of
Trustees meeting after the referral; and
d. To
suggest modifications to promising proposals as deemed appropriate and
schedule a review of the modified proposal for a future date; and
e.
To
provide, at the request of the proposer, an opportunity for a presentation
of the proposal before the Committee; and
f. To
provide a written, summary evaluation of the proposal and, by majority
vote, a written recommendation to the Board of Directors.
The Committee shall abide by a rule
of strict confidentiality with regard to program participants and beneficiaries
and will also ensure that no favoritism or bias occurs during the selection
process with regard to any proposal or beneficiary considered by the
corporation since an important corporate goal is equal opportunity for
everyone.
3. Finance Committee: The
Finance Committee shall be responsible for ensuring that the standards of
financial accountability used by the corporation conform to federal
standards for financial management systems. This may be accomplished by an audit by a Certified
Public Accountant or a HUD approved audit summary as submitted by the
Treasurer and approved by the Board of Direct.
4. Community
Advisory Committee:
HOME TEAM Inc.’s commitment to the housing concerns of low income citizens is manifested
by the value it places upon the active, functional participation of
representatives of this community, at least 33 1/3% of HOME TEAM Inc.’s
Board of Directors is comprised of low-income representatives.
To
insure that HOME TEAM Inc. serves as a community based organization, a low
income CHDO Advisory Committee has been established. The chairperson of HOME TEAM Inc.
appoints the low-income committee chairperson, a member of the community
who meets the low-income criteria, as defined by HUD. This chairperson shall nominate
from low-income community members, a vice-chairperson, who will serve as
chair in the absence of the chairperson.
The CHDO
Advisory Committee representatives shall be notified of and may attend any
and all CHDO Board of Director (HOME TEAM) meetings.
The CHDO Advisory Committee
recommendations regarding housing proposals or development shall be given
in writing to all CHDO Board of Director members at least two (2) weeks in
advance of the Board meeting.
5. Construction
Committee: HOME TEAM Inc. has
primary responsibility for the development of affordable, quality housing
for low and moderate income individuals and families.
Consistent
with that responsibility, the HOME TEAM Board of Directors initiated the
establishment of a committee to oversee the building of its’ homes. This committee shall be a standing
committee identified as the Construction Committee.
Under
policy of the board, the following duties shall be assigned to this
committee:
- In collaboration with the HOME TEAM Executive
Director, will interview and select the Construction Manager and
present same to the HOME TEAM Board for ratification;
- Deliberate on the type of housing that will be
developed, i.e. Modular, rehabilitated or house moved from one
location to HOME TEAM deeded property and bring back to the Board the
rationale for choosing a particular type of housing development over
another;
- Direct Construction Manager to apply to Municipal
Construction Departments for all permits and warranties required for
the development of HOME TEAM housing.
- Review and discuss the project budget with the
Executive Director before, during and after the construction of a HOME
TEAM building;
- Provide HOME TEAM
Board of Directors a monthly Construction Committee status report.
II.
HOME TEAM AD
HOC COMMITTEES:
The corporation shall have the following Ad Hoc Committees: Nomination; By Laws.
1. Nomination Committee: The Nomination Committee shall be
composed of three (3) members of the corporation who shall be appointed
annually by the Chairperson of the corporation.
The
duties of the Committee shall be:
a. To
identify leadership prospects among the community and to identify
volunteers and leadership talent in the membership who may be called upon
for elected office or to serve on the Board of Directors, and
b. To
compile a slate of candidates for election to positions in the corporation;
and
c.
To
encourage and recruit new membership in the corporation
2.
By
Laws Committee: The By Laws of the HOME TEAM
Corporation contain the organization own basic rules relating principally to itself as
an organization.
They
are:
o to describe the groups purpose;
o spell out the qualifications and methods
of selection of members; and
o home set up state and federal
certification to exist as a legal corporation
o describes the means and methods by which
low-income citizens work with and are supported by Home Team Inc.
